Audit all rules for new JS features
We should audit all the rules (and add tests where needed) to ensure they're compatible with the following new JS features:
- Optional chaining

??- Nullish coalescing operator - Logical assignments (supported since ESLint 7.8.0)
- Class fields
- Top-level await
- Class Static Block (when supported in ESLint)
- Change Array by copy #2029
