feat: Update OpenEMR App Registration Page to support standard api scopes
As an application developer I want to be able to register both FHIR applications and OpenEMR standard applications from the same OpenEMR App Registration Form. Currently only FHIR scopes are supported on the page and this makes it impossible to use the page to register a standard app unless you manually post it yourself outside of OpenEMR.
Note this feature will impact ONC testing as this page was submitted to our certification body. We either need a separate page or need to consult with our ATL to determine if this triggers a recertification for (g)(10).
