bug: Twig default date() format now includes time, even if no time is present
@adunsulag - with the new Twig date default, an empty time string gets put in, even if we are looking at just a date. I was expecting "03/04/2003" as the date of birth but got "03/04/2003 00:00"
Need a way to determine the format based on if there is in fact data in the time portion.
