small offline areas are not fully captured
When I select a small area for offline-usage, it seems, not all tiles are stored.
Reproduce:
- go online
- Settings: choose small area, e.g. around "Ziegeleipark Mildenberg"
- download the area
- go offline
- open the map and see if everything is displayed
The log also gives hints about whether the tiles are stored and which tiles are downloaded.
