As talked about in #151 (comment), the command to bootstrap a new Starlite application should not be part of the CLI, since they have to completely separate feature sets, dependencies and requirements.

I am instead proposing a new package called create-starlite, akin to create-react-app or create-vue.

Open questions

• Should we use cookiecutter?
  • Pros:
    • The template can be easily customised by users and adapted as a template for their own projects
    • cookiecutter is an established library, many workflows already exist for it, making it easily adaptable
  • Cons:
    • Creating a dynamic template meeting the requirements mentioned below is quite complicated to achieve using cookiecutter, since it expects static variables in a cookiecutter.json format. It's possible, but would result in a messy template if we also want it to be usable as a standalone cookiecutter template
