Bug: annotations that being with underscore are included even without "-include_private" option

To Reproduce
Steps to reproduce the behavior:
- Create class that has annotations for private properties with names that start with
_ - Run autodox on the module containing the class without specifying the
-include_privateflag/option - Observe the
Annotationssection contains
Expected behavior
It should not include these annotations unless the -include_private CLI flag/API option has been specified.
