Problem statement

All provided deployment methods assume network access. The docker image should work in theory but in practice all deployment methods call "out" into the internet for various steps.

Suggested solution

Add a setting/environment variable to turn off any calls to the outside (all deployment methods). This should also be accessible to plugins.
Find a way to either:

• ship the package on packager.io with everything needed for an air-gapped deployment or
• build .deb's on releases annd add them to the release artefacts
