[FR] Pull part parameters from category template

Problem statement
When editing a part that already exists, it would be nice if you could update the part parameters from the parameter template for the category after creation.
Suggested solution
When in the part parameters detail view, it would be nice if there was a button (maybe next to the refresh table data button) to pull parameters from an updated template this provides consistency across parts in a category. Pulling parameters wouldn't delete any that are already existing but would add parameters that don't currently exist in the part.
