Embed release notes into documentation

Ref: #4558
Needs a manual workflow which performs the following steps:
- Extract pending release notes from github API
- Compile into a file and commit into the /docs/release-notes directory
- Perform actual release step
This would ensure that the release notes are included and shipped with the product itself.
