Select All Option should applied to only enabled options

Problem description
If we have a checkbox list, and a bulk toggleable for that, disabled options also get selected when we select all
Expected behavior
Select all should only apply to those checkboxes which are available.
Steps to reproduce
Go to any checkbox list, add bulk toggleable in it, and then disable your options, you will see that selecting all actually selects the disabled options.
