--publicDir doesn't work in watch mode
--publicDir is supposed to copy files inside ./public to the ./dist folder. This works with a normal build, but in watch mode the files are not copied.
This is particularly a problem when building with --clean, which means the files will always be missing - but also is frustrating in other watch mode use cases.
