Modal keyboard focus issue

Steps to reproduce
Open any modal and navigate elements by clicking on tab key. Once you reach to end of the elements (Ex: Submit button) if you click tab key one more time focus goes to an empty div element.
What is expected?
If your focus is on last element ideally focus should go to first element inside modal (Ex: Close modal icon) when you click tab key one more time.
What is actually happening?
Focus is going to an empty element and one more tab key press need to shift the focus to first element of the modal.
