The trouble is that it's highly likely that different distros/os will have different maintainers; adding all of them to the list means that any of them can edit any platform. Not adding all of them means that manual review would be necessary for changes to externals. (Currently all submissions undergo final manual merge, but this might change in the future when we have sophisticated enough checks).
Possibilities:
- Separate external files per distribution.
- Allow dynamic expressions in maintainers.
- Do nothing, and consider externals important enough to always go through manual review.
