Feature: ALR PUBLISH --UPDATE
It would be useful to have an option to update an existing pull request rather than having to manually edit the manifest, commit, and push it. The command could be something like
alr publish --update
Since alr publish already detects that there is an existing pull request, it could even ask if the existing request should be updated.
