LibWeb: Implement 'encoding parse a url' as a distinct algorithm from 'parse a url'
Currently (57e2b5e), EnvironmentSettingsObject::parse_url references https://html.spec.whatwg.org/multipage/urls-and-fetching.html#parse-a-url
However, the steps enclosed within seem to look more like the steps for https://html.spec.whatwg.org/multipage/urls-and-fetching.html#encoding-parsing-a-url. It's likely that the two AOs were split since we implemented them.
We should implement both parse a url and encoding parse a url as separate methods, and use them where applicable.
