Stop obsessing about tiny OOMs in LibJS and LibWeb
Offshoot of #20405.
Basically: if we run out of memory to the point where we can't allocate an object or insert into a container in LibJS or LibWeb, let's just crash the process instead of continuing in a broken state that no author scripts will expect to be in anyway.
