LibWeb: Scrollable overflow
Elements with overflow: scroll should be freely scrollable with the mouse wheel (if they have overflow).
Also, we currently store scroll offsets in the layout tree. This isn't good enough, since the layout tree may disappear. We have to move scroll offsets somewhere more persistent, like the DOM. (This gets complicated for pseudo elements.)
