Without any keyboard shortcuts or options dragging and dropping a folder over another folder while in columns view causes the folder, and all of its contents to be copied into the new directory and not moved to the new directory. Files are not linked, but actual copies.

Steps to reproduce:

1. cd ~
2. mkdir test
3. mkdir target
4. cd test
5. echo "hello" > message

6. Open File Manager and change to columns view.
7. Click on and highlight folder 'test'.

8. Click and drag folder 'test' and release while hovering over 'target'

9. Click on folder 'target' and see the folder 'test' inside.
10. Click on folder 'test' and see 'message' inside.

11. Confirm file paths and locations within terminal.
12. cd ~
13. cd test
14. echo "hello friends" > message
15. cat message
16. cat ~/target/test/message

This should confirm all of the described events for this issue.
