Had someone request a reseed the other day, ~1 minute after starting the torrent in their client.

This can lead to unnecessary wastage of time as someone sources the file from elsewhere, meanwhile the impatient reseed requester has obtained the file because of connectivity issues or whatever.

Also an unnecessary spam of users associated with the reseed request, who otherwise wouldn't have received the request if not for pure impatience/ignorance.

Limiting reseed requests to having been a leecher for xx (24 hours?), before being able to request would limit abuse.
